Clean pages, though with a pair of tiny tears at the bottom edges of the last two leaves; no owners' marks; stapled binding, covered with black cloth tape, remains sturdy excepting a loose thread at each spine end, and covers show one pinpoint scratch at the upper front and one droplet spot at the upper rear; otherwise excellent. xi, 190pp. inc. appendices. Huh. The study finds that there is a less than 1% chance that incompetent administration of social welfare programs is not linked to prejudice against the poor, by race, against mental illness, and/or against divorcees; furthermore, cost of care in low-budget rural counties exceeded aid provided routinely; road access in those counties also failed to meet need. You might think that destructive rates of urbanization, minimalized family care of members in need of assistance, generational persistence of poverty, and indeed the family farm crisis might be. exacerbated by policy.
