Howard White

Howard White is a Senior Research Associate, and co-founder of, the Research and Evaluation Centre, and Professor of Evidence-Based Public Policy at the Centre for Evidence-Based Social Sciences, Lanzhou University.

He was formerly the Director of Evaluation and Evidence Synthesis at the Global Development Network (2022-2024), CEO of The Campbell Collaboration (2015-22), and the founding Executive Director of the International Initiative for Impact Evaluation (3ie) (2008-2015). He established Campbell South Asia, and was Research Director of the Centre of Excellence for Development Impact and Learning (CEDIL, 2018-23). He has also led the impact evaluation program of the World Bank’s Independent Evaluation Group (2002-2008), during which time he initiated and managed the Network of Networks on Impact Evaluation (NONIE).
