David O'Regan

Dr. David J. O'Regan is a writer on institutional governance, ethics and philosophy. Born in the United Kingdom, he earned a bachelors degree in modern languages and a doctorate in accounting and business from the University of Liverpool. He is a Fellow of the Institute of Chartered Accountants in England and Wales. He is currently Auditor General in the Pan American Health Organization, in Washington D.C.
