Paul Joyce

Paul Joyce has written books on strategic management and leadership in the public sector. These have included books that focus on strategic planning by public sector organisations, on change management, and on the reform and modernisation of the public sector. In recent years he has also addressed strategic planning and the reform of public services systems, and most recently the development of the "Strategic State".

Currently, his work is investigating how public governance is being reinvented (or reformed) around the concept of strategic management. This work involves research on developments in Europe and elsewhere in the world. It entails exploring issues of public management and democracy, especially in relation to (i) the inclusion of the public in the formulation of government strategies and reform programmes and (ii) the realisation of effective multi-level governance.
