Retired Venezuelan diplomat. Former Ambassador of his country to the United States, the United Kingdom, Spain, Brazil, Chile, Ireland and Singapore.

He has authored 20 books, co-authored 15 more, and written 30 papers on peer reviewed journals. Most of it on international affairs. A two-times winner of the Latino Book Award at the BookExpo America Fair.

A two-times Rockefeller Foundation Bellagio Center Resident Scholar. Honorary Research Fellow of the Geneva School of Diplomacy and International Relations. Elected Simon Bolivar Chair Professor for Latin American Studies by the Council of Faculties of the University of Cambridge. Fulbright Scholar. Visiting Professor at the universities of Princeton and Brasilia. Online professor at the University of Barcelona. Member of the Academic Advisory Committee on Diplomatic Studies of the University of Westminster. Former Director of Venezuela's Diplomatic Academy.
