William Henderson has been a personnel security consultant since retiring from federal service in 2007. In 2012 he cofounded Federal Clearance Assistance Service (FEDCAS), a firm staffed with former DOD personnel security specialists who provide security clearance consulting services and representation to individual clients.
While in federal service, he worked as a field investigator and supervisor for the Defense Investigative Service (DIS) and its successor organizations, the Defense Security Service (DSS) and the Office of Personnel Management's Federal Investigative Services Division (OPM-FISD) for over 20 years conducting and supervising security clearance investigations. He was previously a security manager at the Satellite Control Facilities Operation of Ford Aerospace and an Army Counterintelligence Agent.
He wrote his first personnel security investigation report while in the U.S. Army. His military assignments included CI Special Operations in Japan and Korea, Source Administration in Vietnam, CI field office duty near Chicago, tactical CI operations in Colorado Springs, and a position on the J2 staff at CINCLANT.
While with DIS, DSS, and OPM, he was a Special Agent, Senior Resident Agent, and Assistant Special Agent in Charge and worked primarily in Monterey, California. In the 1980's he conducted numerous security investigations of Soviet Bloc Emigres and Refugees. He also frequently conducted investigations in major metropolitan areas all over the United States.
He has written two books (Security Clearance Manual and Federal Suitability and Security Clearances), which have been used as textbooks at two universities and three colleges. In December 2023 the 2nd edition of Federal Suitability and Security Clearances was published. He has also written scores of articles on federal personnel security programs. He's been interviewed by print and broadcast journalists, served as an expert witness in civil lawsuits, and provide security clearance consulting services to hundreds of clearance applicants from the pre-application stage through representation at hearings before the Defense Office of Hearings and Appeals (DOHA).
