After commencing his career in tertiary education, focusing on international development, David increasingly specialized in local governance. He has more than 15 years of experience working as a consultant, advisor and program manager at the national, provincial and local levels of government in Asia and the Pacific. He has worked on programs funded by NGOs, World Bank, United States Agency for International Development (USAID), the German Government, and the Australian Government, and managed by Pact, the Asia Foundation, GIZ (formerly GTZ), GFA Consulting Group, and Coffey International. David has an MBA from the Australian Graduate School of Management, and a PhD in education and development from the University of Sydney.
David's interests include decentralization, public financial management, civil society engagement, economic development, public-private partnerships, and results-based management systems.
