Patrick Callioni

Patrick migrated to Australia in 1969 from Italy, aged fifteen. He has degrees in Arts and in Law and is a Barrister, a Fellow of the Australian Institute of Management, a founder of the Society for Knowledge Economics, a Senior Member of the Australian Computer Society, a member of the Australian Institute of Company Directors, and a certified ICT practitioner.

Patrick is a Senior Member of the Veterans' Review Board, Executive Advisor, Domestic and International Markets with the Sustain Group, a director with Southern NSW Medicare Local Ltd, Katungul Aboriginal Community Corporation & Medical Service and with the Southern NSW Local Health District.

Patrick retired from the public service in 2008, having held several senior executive positions since the 1980s. His last role was as Deputy CIO for the Australian Government, where he advised the Government on how to make best use of information and communication technology and started the Standard Business Reporting initiative and the re-engineering of the Australian Government's online gateway, among other things. In his previous role, at the National Office for the Information Economy (NOIE), Patrick led the Australian Government's effort to transform Australia into a 21st century economy and was instrumental in the thinking that later lead to the National Broadband Network initiative.

Earlier in his career, Patrick led the transformation of major service delivery organisations in the Australian and Queensland public services. He also established and ran the largest administrative law advocacy practice in the public service, in the 1990s. He was head of procurement for an agency with an annual spend of over $11 billion and, at various times, has held the roles of CEO, CFO and CIO.

Patrick has managed as many as 300 staff directly and over one thousand indirectly, with responsibility for program budgets greater than $1 billion per year. He has experience as a senior manager in program management, policy development, service delivery and corporate management - in health care, employment and training, income support and compensation, and information management. He has chaired or been a member of high level committees, including the National Broadband Development Group, the Australian Government Telework Advisory Committee (2005), the Higher Education Bandwidth Advisory Committee, Australian Government (2003), the Australian Government Consultative Committees on Knowledge Capital and on Electronic Health and the Australian Government ICT Skills Taskforce (2007-08).

Patrick has written papers on many topics, including strategic management, value creation, performance indicators, international contract law and practice, the information economy and knowledge management. His book on compliance and regulation in the financial services industry was for a major UK publisher (2008), and a second book, on the credit crunch, was released in 2011. In 2008, Patrick contributed the chapter on Australia for the International Contract Manual, published by Thomson West. He has presented papers at over two hundred national and international conferences. He is now writing a series of books on how to succeed in the public service.

Patrick has facilitated training and development sessions for many public and private organisations, including the United Nations, Liquid Learning, Global Access Partners, the Australian Bureau of Statistics, the Department of Finance and Deregulation, the Shanghai Municipal Government, the Australian Public Service Commission, the Northern Territory Government (in association with Charles Darwin University), ComSuper and many others.
