Leonard Chepel was born in Ukraine, reside in Odessa at Black Sea; marine biologist-ichthyologist; PhD. Junior/senior researcher, chief of scouting research voyages through Arctic and Atlantic Ocean, from Greenland and Labrador Sea to Weddell Sea and Drake Passage of Antarctica. He took part in international negotiations in the field of fisheries; served an Executive Secretary of North-West Atlantic Fisheries Organization (NAFO) in Halifax, NS, Canada, 1991-2002; did professional publications, articles in Russian and English; most recent publications: “Northwest Atlantic.
