Loic Menzies' is an education and policy specialist. His research focuses on the the education policy-making process, educational marginalisation, the teaching workforce, and school accountability.
Loic is Chief Research Officer and Principal Investigator at the Centre for Education Systems (CES), a research institute that conducts comparative reviews of fourteen education systems around the world. He is also a Senior Research Associate in the Intellectual Forum at Jesus College, Cambridge University.
Loic began his career as a youth-worker before becoming a teacher, and has also been a university tutor for a number of initial teacher education programmes. After leaving teaching Loic moved into research and policy, spending twelve years as the founding chief executive of the think tank, the Centre for Education and Youth. His first book, “Young People on the Margins: Priorities for action in education and youth” was published by Routledge. His second book, “How Policy Happens: Understanding the decisions that shape our education systems” will be published in Summer 2026, and is described by former Secretary of State, Baroness Estelle Morris as "a fast-moving and engaging account of the interface between education and politics.
