Ryan C. Burge

Ryan C. Burge, D.Eng., MBA, MA, MS, BS, is a recognized leader in healthcare systems engineering and data-driven decision-making. Dr. Burge is the Managing Partner of The Boulevard Consulting Group, LLC, where he leads technical engagements in data science, artificial intelligence, cloud technology, and operational transformation for government and private sector clients.

He holds a Doctor of Engineering in Engineering Management from The George Washington University, where his research focused on AI/ML applications for patient prediction and resource optimization. Dr. Burge also earned an MBA and an MA in Government from Johns Hopkins University, an MS in Engineering Management from George Washington University, and a BS in Industrial and Systems Engineering from the University of Oklahoma. He holds multiple quality and Lean Six Sigma certifications.

With over 16 years of experience, Dr. Burge has led analytical and operational initiatives across the U.S. Department of Justice, Department of Defense, and Department of Veterans Affairs, driving improvements in healthcare delivery, fraud detection, logistics, and financial management. His thought leadership extends to publications on quality improvement, healthcare innovation, and executive strategy. He continues to support the University of Oklahoma College of Engineering as a member of its Advisory Board, fostering industry-academic collaboration.
