James D. Carroll

James D. Carroll is an analyst and professor of public policy and administration, emeritus. He is a graduate of Cornell University, and holds JD and PhD degrees from the College of Law of Syracuse University and the Maxwell School. He was admitted to the New York and Federal bars. He has served as a budget analyst in the United States Department of Housing and Urban Development; director of the Government Research Division in the Congressional Research Service, the Library of Congress; chair and originating director of the Department of Public Administration and Public Administration Programs of the Maxwell School, Syracuse University; and director and senior staff member of the Advanced Study Program of the Brookings Institution. He has been a consultant in Indonesia, China, Chile, Jamaica, Panama, and in over 25 domestic government agencies and private organizations and state and local governments, including the Office of Management and Budget, the Executive office of the President, the Packard Commission on Defense Organization and Management, and the Commission on Government Procurement. He has written over 80 works on public law, policy, and administration,including three articles in the lead section of SCIENCE, and a casebook, Constitutional Competence for Public Managers, with David Rosenbloom and Jonathan Carroll, 2000. He has been a member of the National Academy of Public Administration for 30 years.
