Joe Hogler

Joe L. Hogler is a Lecturer in International Affairs at the Bush School of Government and Public Service at Texas A&M University and served in the Air Force from 1983 to 2006. During his military career he held positions with responsibility for arms control treaty implementation and compliance, advised the commander of U.S. Strategic Command on arms control issues, and served as a member of two NSC Policy Coordinating Committees. Prior to teaching at Texas A&M, he was an adjunct Senior Political Scientist with the RAND Corporation and held positions with Science Applications International Corporation, the crowdsourced consulting firm Wikistrat, and is currently a consultant with a Fortune 500 company. From 2013-2015, he served as a senior advisor to the Department of State’s International Narcotic Control and Law Enforcement office in Guatemala. He has co-authored many RAND reports and journal articles, and co-authored a book chapter on U.S.-Russia relations in 2012. He received his Ph.D. in international relations from the University of Kent in Canterbury, England.
