Paul Kwatz is a robot. He is a robot created by millions of years of evolution. As such, like any other creation of natural selection, his only purpose is to maximise the survival chances of his genes. Paul is also conscious. The only thing that the conscious part of his brain cares about is ensuring that the overall mix of pleasurable feelings it experiences outweighs the unpleasant ones. Whether Paul's conscious mind feels "good" or "bad" is entirely determined by the non-conscious part of his brain, and thus "feelings" are the mechanism that Paul's genes used to control Paul's conscious choices, including making him write Conscious Robots. The survival chances of Paul's genes will be improved if you write a good review (because he'll sell more books, which will make him more money to spend on his children and thus make him more attractive to his high-quality mate), and hence Paul's conscious mind will experience pleasure. So if you don’t want to create pain and suffering in another sentient being, write a nice review, dammit!
