Robert Scott Franks

Robert Scott Franks attended Penn State University from 1959 until January 1964 but did not graduate at that time. After President Kennedy’s assassination, he dropped out of college and returned home to Philadelphia before enlisting in the United States Army.

Mr. Franks enlisted in the U.S. Army in 1964. He was selected for Infantry Officer Candidate School at Fort Benning, Georgia, graduating as a Second Lieutenant in January 1966. He then went to Airborne School and was awarded his jump wings.

After spending a year in Vietnam, he returned to Penn State in the Law Enforcement and Corrections program. Mr. Franks graduated 1969 with a Bachelor of Science degree, a major in Psychology and a minor in History.

Mr. Franks worked as Chief Probation Officer at the county level for 2 years, then returned to Penn State, College of Education in 1972, graduating with a Masters in Education in Secondary Counseling. Although he was offered a job as a high school guidance counselor, he accepted a position as a United States Probation Officer for the Third District Court in Philadelphia, Pennsylvania.

Five years later, he accepted a position as Unit Manager for the Commonwealth of Pennsylvania, supervising 140 employees. He was also trained as an investigator and supervised five other investigators. After three years, he was promoted to the position of Risk Manager, specializing as a sexual abuse investigator. He retired in 2002 with 25 years of service.

He moved to north central Pennsylvania with his family in 1975, where he lives on a farm and raised sheep. Married on June 10, 1965, he and his wife have three sons and seven grandchildren.
