Watson Scott Swail

Watson Scott Swail is an educational researcher, policy analyst, author, and consultant whose work has focused on college access, student success, educational equity, and the economics of higher education. Over a career spanning more than three decades, he has advised colleges, universities, governments, foundations, and nonprofit organizations on issues related to enrollment, retention, completion, and postsecondary policy. As the founder and president of the Educational Policy Institute (EPI), Swail has conducted influential research on student outcomes and the barriers facing underserved populations in higher education.
