Steven Mulroy

Steven Mulroy is a law professor at the Univ. of Memphis, where he teaches election law, constitutional law, civil rights, and criminal law and procedure. He's published numerous scholarly articles in these areas. He has also litigated numerous voting rights cases, including those involving the use of non-district voting systems, both as a law professor and for the Voting Section of the U.S. Justice Department, where he also served as a federal prosecutor. Past election cases included the Palm Beach County Fla "butterfly ballot" litigation during the 2000 presidential election recount, and the first-ever court-ordered use of cumulative voting in Port Chester, NY.

As a former elected County Commissioner in Memphis, he oversaw that body's redistricting process, and led the effort to have Ranked Choice Voting adopted in Memphis, where he lives with his long-suffering wife Amy (children Molly and Quinn have had the good sense to move away). His hobbies include procrastinating and high-impact skydiving.
