Cathy Moonshine

Cathy Moonshine, PhD, MSCP, CSAC. Dr. Moonshine is the Behavioral Director at Hawaii Island Family Medicine Residency and Health Center in Hilo, Hawaii. She is also Professor Emeritus at the School of Graduate Psychology at Pacific University in Oregon. In Dr. Moonshine’s current role as both a Health Psychologist and Director, she provides Behavioral Health Coaching to clients, trains medical residents on integrated care, and assists primary care offices in adding behavioral health support to their array of services.

Dr. Moonshine is a licensed clinical psychologist in Hawaii and Oregon with additional credentials in chemical dependency treatment. She has over thirty years of experience in public and private mental health and substance abuse treatment settings across all levels of care. Dr. Moonshine has utilized Motivational Interviewing techniques, Stages of Change interventions, Dialectical Behavior Therapy, Trauma-Informed Primary Care, and Culturally Responsive Treatment among other evidence-based practices over the span of her career. She has extensive experience in providing treatment to adults and adolescents in outpatient and residential programs for mental health, addictions and dual diagnosis difficulties. She has been teaching and training graduate students, novice clinicians and experienced professionals for more than 3 decades. She is a founding board member of the DBT National Certification & Accreditation Association.

Dr. Moonshine has served as a Clinical Director for more than 20 years in the Pacific Northwest and Hawaiian islands. In addition to Clinical Director endeavors, Dr. Moonshine continues to make an impact in the local, state and national treatment communities with her consultation, supervision and trainings. Dr. Moonshine is considered an expert in the areas of addictions and dual diagnosis treatment. She has testified to the Oregon State Legislature, appeared on local news programs and completed program evaluations for the Robert Wood Johnson Foundation and Center for Substance Abuse Treatment. She has worked with the National Council for Behavioral Health on Trauma-Informed Primary Care Initiatives. She served on work-groups through the Substance Abuse Mental Health Services Administration on the development of national standards for clinical supervision and counselor competencies. She tirelessly works to dispel the stigma surrounding mental health, addiction and dual diagnosis, and actively supports community-based recovery organizations.

In addition to Dr. Moonshine’s faculty duties, she operates a private consulting firm called Moonshine Consulting. Through this firm, Dr. Moonshine has provided licensure supervision and collegial consultation to mental health, addictions and dual diagnosis clinicians. She has worked with public sector agencies, private treatment organizations and government officials to implement and sustain evidenced-based practices.
