Carroll Bernard

Carroll Bernard is the Co-founder and President/CEO of Govology.com

Carroll started his acquisition career in the U.S. Navy Supply Corps, where he served as a Supply Officer aboard USS Scout (MCM 8), a Mine Countermeasures Ship stationed in Ingleside Texas, and while deployed in support of Operation Enduring Freedom and Operation Iraqi Freedom.

After leaving active duty, Carroll moved to Vancouver, Washington, where he continued his acquisition career in the City of Vancouver's Procurement Services Department. He also served as a Contracting Officer with the Department of Veterans Affairs.

And concluded his career at the U.S. Small Business Administration.

After his career in the federal government, Carroll continued to support small businesses as a Procurement Counselor with the Defense Logistics Agency's Procurement Technical Assistant Program, working on expanding the number of small businesses capable of participating in government contracts.

In 2015 Carroll Became a full-time entrepreneur and launched Govology.com with his wife, Elena. Since then, He and his team at Govology built a world-class training platform to help educate businesses on how to grow and diversify through government contracting (the world's largest marketplace).
