Cecil Gary Rupp

C. Gary Rupp is a seasoned expert in Lean-Agile methodologies, large-scale program management, and software product development. Starting his career as a consultant, Gary applied Lean-oriented concepts to hundreds of companies, helping them improve productivity and operational efficiency. He later transitioned into software product, project, and program management, focusing on CASE tools, middleware, e-business software applications, and software development platforms.

An accomplished author and consultant, Gary is the lead author of The Lean-Agile Way and the author of Driving DevOps with Value Stream Management and Scaling Scrum Across Modern Enterprises. He is a recognized thought leader in value stream management, Lean-Agile practices, and digital transformation strategies. Gary also develops comprehensive training programs to help organizations leverage Lean-Agile practices for continuous improvement.

With an MBA from National University and a BS in General Engineering & Economics from the US Naval Academy, Gary holds multiple professional certifications, including Project Management Professional (PMP), SAFe Program Consultant (SPC), LeSS Certified Practitioner, and Scrum Master and Product Owner credentials. He is also a Value Stream Management Consortium Ambassador (VSMCA). Gary continues to support business leaders and teams in navigating complex change and achieving Lean-Agile excellence.
