Jean Heilman Grier has more than 35 years of experience in international trade, including the development of the international procurement system. In the Office of the US Trade Representative (USTR), she served as the US negotiator for the WTO Government Procurement Agreement and government procurement chapters in trade agreements with countries in Asia, Central America, South America, and the Middle East. Prior to joining USTR, Ms. Grier served as Senior Counsel for Trade Agreements at the US Department of Commerce. As a Fulbright Scholar at Tohoku University in Sendai, Japan, she conducted research on Japanese administrative law. She has a J.D. from the University of Minnesota and an LL.M. from the University of Washington and is a member of the District of Colombia Bar. Ms. Grier is the Trade Principal with Djaghe, LLC and the author of numerous publications, including on international procurement.
