Dr. Lev Topor is a policy-oriented researcher and a private consultant in the fields of antisemitism and cyber policy. Topor is a senior ISGAP fellow, a former visiting ISGAP fellow at the Woolf Institute, Cambridge, United Kingdom, a former Senior Research Fellow at the Center for Cyber Law and Policy (CCLP), University of Haifa, Israel, and a former Visiting Scholar at the International Institute for Holocaust Research, Yad Vashem, Jerusalem. Lev has published numerous peer-reviewed journal articles, book chapters, and reports on cyber policies, anonymous communications, racism, antisemitism, and anti-Zionism. Topor has also served as the Head of Cybersecurity Studies at the Academic College of Tel Aviv-Yaffo in the School of Information Systems. Lev has published five books; he co-authored a book published in 2021 by Oxford University Press (w/ Fox, Jonathan), titled 'Why Do People Discriminate against Jews?' Lev also published a book with Routledge titled 'Phishing for Nazis: Conspiracies, Anonymous Communications and White Supremacy Networks on the Dark Web'. In 2024, Springer published Lev’s latest book, titled 'Cyber Sovereignty: International Security, Mass Communication, and the Future of the Internet', which describes and predicts the future structure of the internet; the book is a part of the renowned Global Power Shift series and won the ISPSA Best Book Award in 2026. Topor also co-authored 'Managing Information Singularity' (with/Kantsepolsky) in 2026 and published his groundbreaking book about AI and Antisemitism: 'Synthetic Hate' with Routledge in 2026.
