After more than three decades of dedicated service, Joe transitioned from the U.S. Army to lead as the Director of Procurement for Chesapeake City Schools. His professional journey is defined by a unique upward trajectory, beginning as a lower-enlisted soldier before earning his commission through Officer Candidate School (OCS). This "mustang" path provided him with a broad-based perspective on operations, ranging from the front lines of combat arms to the complexities of global logistics and acquisitions. A lifelong learner, he balances his tactical experience with an academic background including a BS from the University of Nebraska, an MBA from Trident, and an MS in Building Construction from Auburn.
