Stephen R. Miller

Stephen R. Miller is a law professor at Northern Illinois University College of Law. He previously taught at the University of Idaho College of Law’s Boise campus and as visiting or adjunct faculty at the University of Connecticut School of Law, the University of Iowa College of Law, and the Ohio State University Moritz College of Law. He has also taught in study abroad programs in Prague, Czechia. Prior to becoming a law professor, he practiced land use and environmental law in San Francisco, California.

Professor Miller is a nationally-recognized expert on the public regulation of and private transactions related to development. His books include Advanced Introduction to Land Use Law; Land Use and Sustainable Development Law: Cases and Materials, a co-authored casebook; and Contemporary Issues in Climate Change Law and Policy, a co-edited selection of essays. He also served as editor-in-chief of the American Bar Association’s Journal of Affordable Housing & Community Development Law. He presently serves as the Journal’s senior editor. He has published over sixty law review articles, professional articles, and editorials on development-related topics.

Professor Miller has received grants for applied research on a range of topics. Funders have included the U.S. Forest Service; the U.S. Bureau of Land Management; the Center for Advanced Energy Studies at Idaho National Laboratories; the Idaho Department of Lands; and the Organisation for Economic Co-operation and Development (OECD) in Paris, France.

He holds an undergraduate degree magna cum laude and Phi Beta Kappa from Brown University; a J.D. from U.C. Law San Francisco (formerly University of California, Hastings College of Law); a master's degree in city and regional planning from the University of California, Berkeley; and a master's degree in fiction writing from Boise State University.

He served on the Boise Planning and Zoning Commission, as well as on the board of his neighborhood association. He is also a member of the American Institute of Certified Planners (AICP).
