A member of the Honor Guard for the Independence celebration in 1973, Welbourne distinguished himself in the Royal Bahamas Police Force for four decades. His extensive career included stints in New Providence, Abaco, and Grand Bahama, focusing on forensic technology and overseeing Crime Scene Investigations (CSI) and the Automatic Fingerprint Identification System (AFIS). As a sharpshooter with the Elite Strike Force, Welbourne showed steadfast dedication, frequently operating on remote cays to safeguard his nation. Welbourne is the husband of Melrose (née McIntosh) Bootle and takes pride in being a father of seven and grandfather to seventeen grandchildren.
