As a city manager, Brooks has led organizational transformation, major infrastructure improvements, and innovative approaches to education and workforce development. He also serves as CEO of the Quality Texas Foundation Regional Program, where he advances the Baldrige Excellence Framework to help organizations in every sector achieve sustainable results.

He is the author of Performative Outrage: How Manufactured Fury Undermines Local Government and Public Service and Rising to Serve: Reimagining Public Administration for a New Era. Both works challenge conventional thinking about leadership, culture, and governance while offering practical insight for those determined to serve with purpose.

As a speaker, Brooks delivers thought-provoking and practical insights on leadership, high-performance organizations, and the future of public service, engaging audiences that include civic leaders, policymakers, educators, business executives, and nonprofit professionals.

Brooks holds a Doctorate of Public Administration from Liberty University's Helms School of Government. He and his wife, Virginia, share a passion for servant leadership and live in Texas with their five children.
