Basil C Puglisi

Basil C. Puglisi, MPA, is a Human-AI Collaboration Strategist and independent practitioner. He created Factics™, the method that pairs a fact with a tactic and a measurable outcome. His books include Governing AI: When Capability Exceeds Control, the Digital Factics series, and The Minds That Bend the Machine.

His Digital Factics book series delivers practical playbooks for small businesses, nonprofits, and new users who need real guidance without enterprise budgets. Each title pairs verified facts with actionable tactics and measurable outcomes, turning digital complexity into clarity.

His work in artificial intelligence reflects a deeper commitment: helping people find the balance between fear and possibility as AI reshapes how we work and create. Through frameworks like HAIA-RECCLIN and Checkpoint-Based Governance, Basil shows how humans and AI systems collaborate responsibly, with human judgment always at the center.

Since 2009, Basil has published more than 1,000 articles on digital strategy and technology. He co-founded Digital Ethos in 2011, a collaborative platform that later merged with Social Media Club Global, and introduced his Teachers NOT Speakers format in 2012. He was among the first 10,000 Google Glass Explorers. He retired in 2026 after twelve years with the Port Authority Police Department and holds a Master of Public Administration from Michigan State University.
