Hemendra Singh

Hemendra Singh architected some of the world's first central bank digital currency platforms, eNaira for the Central Bank of Nigeria and DCash for the Eastern Caribbean Central Bank, and won the 2022 G20 TechSprint Global CBDC Competition. He has spent his career deploying autonomous, business-critical systems in the most heavily regulated environments that exist, where governance failure is not an option.

Agentic AI Cadence Governance draws on that experience and two years of research into what actually happens inside enterprises after agentic AI goes live: the systems drift, the paperwork stands still, and nobody owns the gap. The book introduces the six-tier autonomy gradient, tier-integrity metrics computable from production logs, and the operating cadence that holds deployments at their approved autonomy level.

Singh is the founder of the Cadence Institute and co-founder and CTO of YapperBot, an AI audio content platform. He is an IIT Delhi engineer with executive education at Wharton and MIT, and has consulted on U.S. federal technology modernization for over a decade.
