La storia della beneficenza del p…aese si puo' dividere in tre periodi: nel primo, durante l'epoca romana, non si trova traccia di istituzioni in favore di miseri e sofferenti. Nella societa' pagana i deboli e gli indigenti non ricevevano infatti protezione. Il secondo periodo comincio' quando la religione cristiana apporto' una radicale trasformazione all'interno del mondo romano: 'merce' questo movimento caritatevole i bambini furono circondati di cure pietose, salvati dalla fame, dal freddo, dalla morte [.]. Nei primi secoli dell'era volgare, i vescovi proclamarono la necessita' di venire in aiuto dei proietti, di racoglierli nelle basiliche, di educarli.'. Una terza fase storica della beneficenza apparve alla fine del Settecento: 'sotto questo aspetto la beneficenza s'innalza a dovere di Stato, e si afferma nella coscienza pubblica e nella legislazione come un elemento sociale e come sentimento di giustizia'.
