The extensive decree reorganizes the Hôtel de Ville of Paris, creating new hereditary offices of Payeurs and Contrôleurs responsible for managing the royal rentes (annuities and public debts). It details their salaries, rights, and exemptions, and obliges them to purchase their positions, thus raising vital funds for the Crown during the War of the Spanish Succession. This 1707 edict is a clear example of late-Louis XIV fiscal policy, blending administrative reorganization with the sale of offices to fund the war and sustain royal credit.
