Su autor, Nicasio Landa (1830-1891), médico militar pamplonés, participante en la fundación de la Cruz Roja Internacional y promotor de la Cruz Roja en Navarra y en España, fue quien en 1863 propuso en Ginebra que los compromisos internacionales incluyesen la inmunidad para los soldados heridos, sin cejar en su empeño por defender después, avant la lettre, que el derecho de guerra humanitario se extendiese a los conflictos civiles armados. .
