No place or printing information provided for this extract in the text. From the first paragraph "Sir The accounts you have had of recent captures made by French privateers, of America vessels, under cover of the decree of November last, are not correct; at least, if such captures have been made, I know nothing of them; the only captures I have at any time hear of, were those made from Porto Ferrajo." This report also discusses a blockade of British islands, as to vessels of the United States - "The provisions of all the regulations and treaties relative to a state of blockade, have appeared applicable to the existing circumstance, and it results from the explanations which have been addressed to me by the imperia procureur general of the council of prizes, that his majesty has considered every neutral vessel, going from English ports, with cargoes of English origin, as lawfully seizable by French armed vessels." The report references the capture of the American vessel "Horizon" which was "shipwrecked the 30th of May last, near Morlaix." The goods were taken from the ship. Great Britain and France were at war and each nation ruled that ships carrying enemy goods could be seized. The American vessel was caught up in the conflict.
