See his entry in the Oxford DNB, together with that of the Williams family. (The recipient Joseph Lionel Williams (c.1832-1877) was son of the wood-engraver Samuel Williams (1788-1853).) 2pp, 12mo. On paper with mourning border. In good condition, lightly aged and worn. Folded twice. After apologising in the delay in replying he… writes: 'I am afraid there are no decorations at Windsor Castle, suitable for a background for Portraits of the Queen & Prince Consort.' He will ask if Williams can 'have permission to copy Portraits of William 3d & Queen Mary', although he would imagine 'they are already engraved'. He concludes: 'I do not think I could obtain leave for you to make a Drawing of the [Steel?] [?] of Charles 1st. as it is locked up.'.
