This is the first comprehensive biography of Pat Morris Neff, Governor of Texas from 1921 to 1925 and president of Baylor University from 1932 to 1947. As governor, he launched the state highway and state parks systems and pioneered the appointment of women to key positions. As Baylor president, he kept the institution afloat during the Depression and propelled it to international distinction. The book is based on twenty years of original research and interviews. Pat Morris Neff (November 26, 1871 - January 20, 1952) was an American politician, educator and administrator, and the 28th Governor of Texas from 1921 to 1925, ninth President of Baylor University from 1932 to 1947, and twenty-fifth president of the Southern Baptist Convention from 1944 to 1946. He served as Grand Master of Masons in Texas in 1946. Neff joined the Democratic Party and entered politics, being elected in 1898 to the Texas House of Representatives, and serving from 1899 to 1905. Neff defeated former U.S. Senator Joseph Weldon Bailey, a former populist, in the party primary for governor in 1920. Neff is notable for his pardon of folk singer Lead Belly in his last days as governor. This is the story of Pat Neff who built a life of legend in two areas; politics and university administration. He served two terms as the Governor of Texas (1921-25) and 15 years as the president of Baylor University (1932-1947). A gifted orator and persuader he was friends with American Presidents and launched many programs that improved Texas and are lasting monuments today. From an obituary published in 2005 in the Austin American-Statesman: Dorothy Blodgett was the foremost authority on the Texas Governor's Mansion and the governors and families who lived there. Mrs. Blodgett was the wife of Terrell Blodgett, former Assistant City Manger in Austin and aide to Governor John Connally. Mrs. Blodgett co-wrote with former Governor and Mrs. Price Daniel "The Texas Governor's Mansion: A History of the House and Its Occupants." Published in 1985, the Texas Historical Commission awarded the book its prize that year as the "Best Specialty Publication" of the year. At the time of her death, she was working with her husband and David Scott of Gatesville on a comprehensive and sprightly biography of Pat M. Neff, one of Texas' most colorful governors (1921-1925) and president of Baylor University from 1932-1947. Her gubernatorial research was augmented by her work for three other Texas governors, John Connally, Mark White and Bill Clements. For Governor Connally, she coordinated the first Texas Governor's Conference on Libraries in 1966. The publicity generated by the conference earned a national award from the American Library Association. For the Governor Mark White Transition Team in 1983, she served as a consultant to First Lady Linda Gayle White on Mansion operational procedures and the training of the first Docent group. In the fall of 1941, she entered Baylor and at the same time began work at the Waco News Tribune. Because most of the men reporters were off to war, she covered the police beat, County Commissioners Court and other unusual assignments for a beginner. While at Baylor, she also wrote publicity for President Pat M. Neff. She graduated from Baylor in 1945 and married Terrell in 1946. Dorothy was more than a journalist however; she was a creative promotion professional. Between 1949 and 1957, she wrote copy for seven special sections for the Austin American-Statesman. A long-time member of the Women's Symphony League, one of her promotion "coups" was persuading that organization that the way to make money in 1974 was to bring in a young, aspiring country singer by the name to Willie Nelson to sing at a concert and dance at Waterloo Park to benefit the League. From 1969 until his appointment at the LBJ School in 1982, Terrell Blodgett was the principal in charge of government services for Peat, Marwick, Mitchell and Co. in a nine-state southwest region. Prior to joining Peat, Marwick, Mitchell he was administrative assistant to Gov. John Connally (December 1964-January 1969), serving as the first director of the Texas Office of Economic Opportunity. In 1995, Blodgett retired from teaching after having served 13 years as the LBJ School's first Mike Hogg Professor in Urban Management. David L.
