Obra que forma uma trilogia com os precedentes volumes publicados em 1937 e 1944 contendo os discursos proferidos por este estadista, nomeadamente, neste volume, no orgão constituinte da NATO. Caeiro da Mata anunciou a 22 de Setembro de 1947 que Portugal decidira declinar a utilização do auxílio financeiro americano e a 28 de Setembro de 1948 e foi assinado em Lisboa um Acordo Bilateral de Cooperação Económica entre Portugal e os Estados Unidos da América. O acordo, subscrito por Caeiro da Mata e o embaixador dos EUA em Lisboa, inclui Portugal na qualidade de país não beneficiário de assistência financeira, mas permite a sobrevivência do regime político. Também coube a Caeiro da Mata conduzir as negociações que permitiram que Portugal figurasse entre os Estados signatários do pacto fundador da Organização do Tratado do Atlântico Norte (NATO). Em 1960 foi presidente da Comissão para as Comemorações Henriquinas; presidiu à Academia Portuguesa da História de (1945-1963); foi Reitor da Universidade de Lisboa (1929-1946); foi Ministro dos Negócios Estrangeiros (1933-1935 e 1947-50) e Ministro da Educação (1944-1947).
