Louis-Alexandre de Cessart (1719-1806) avait commencé sa carrière dans la Gendarmerie de la Maison du Roi, et il avait fait à ce titre les campagnes de 1743 à 1746, assistant au batailles de Fontenoy et de Raucoux. Mais, à l'issue de la Guerre de Succession d'Autriche, il se fit admettre en 1747 dans le corps des Ponts et Chaussées, où il devait s'illustrer jusqu'à sa mort. Il commença par être nommé ingénieur de la Généralité de Tours en 1751, et c'est dans ce poste qu'il construisit le Pont de Saumur en 1756. Puis il devint ingénieur en chef, d'abord à Alençon (1757), puis à Rouen (1776), où il établit une partie des quais, en même temps qu'il travaillait aux ports de Dieppe, du Tréport et du Havre. En 1781, il fut chargé de travailler au môle de Cherbourg. Promu ingénieur général en 1783, il demanda à être relevé de ses fonctions en 1791.
