First edition, extremely rare offprint, of the foundation work of approximation theory - the problem of how functions can best be approximated with simpler functions, and with quantitatively characterizing the errors introduced thereby. "Starting out from the problem of determining the parameters of the driving mechanism of steam engines - also called Watt's parallelogram - in such a manner that the conversion of straight into circular movement becomes as exact as possible everywhere, he was led to the general problem of the uniform approximation of a real analytic function by polynomials of a given degree. The first goal he achieved was the determination of the polynomial of nth degree with given first coefficient which deviates as little as possible from zero over the interval [-1, 1]. Today this polynomial is called a Chebyshev polynomial of the first kind. Further results were presented by Chebyshev in [the offered] work, where he stated a very general problem: that of determining parameters p, q, . . . of a real-valued function F(x, p, q, . . . ) so that over a given interval [a, b] the maximum [value of F] is minimized . . . he was able to prove a generally necessary condition for the solution of the problem. Using this condition he showed that in special cases (polynomial, weighted polynomial and rational approximation) it led to the necessary condition that F has a fixed number of points where it assumes the maximum value. These points are now known as deviation points . . . The aim he sought to achieve with this contribution is to find the polynomial uniformly deviating as little as possible from zero for any number of given coefficients. Later his pupils would work on several problems arising from this general challenge. This remained the determining element of all contributions of the early St. Petersburg Mathematical School on the subject of approximation theory. [The present work] was the only work by Chebyshev devoted to a general problem of uniform approximation theory. But it was followed by a series of more than 40 publications in which he dealt with the solution of special uniform approximation problems, mainly from the theory of mechanisms" (Steffens, The History of Approximation theory (2006), pp. viii-ix). Chebyshev (1821-94) is regarded as the creator of the largest pre-revolutionary school of mathematics in Russia. It also generalized the theory of integral beta function. This led him to find an algorithm for finding an optimal solution in a system of linear equations with an approximate solution is known."In the 1860's Chebyshev returned to the theory of probability. One of the reasons for this new interest was, perhaps, his course of lectures on the subject started in 1860. He devoted only two articles to the theory of probability, but they are of great value and designate the beginning of a new period in the development of this field. In the article of 1866 Chebyshev suggested a very wide generalization of the law of large numbers. In 1887 he published (without extensive démonstration) a corresponding generalization of the central limit theorem of Moivre and Laplace." In the two-hundred-year development period in probability theory its main achievements were the limiting theorems: the law of large number and the de Moivre-Laplace theorem. The second basic problem that occupied Chebyshev's attention was the central limit theorem. First edition of one of Chebyshev's most famous papers, in which he gave the first proof of Bertrand's postulate - in 1845, Joseph Bertrand conjectured that, for any positive integer (whole number) n greater than 3, there is always a prime number between n and 2n-2 (Bertrand checked by examining tables of prime numbers that this is true up to n = 3,000,000). Chebyshev proved this by analyzing the prime number factorization of the central binomial coefficients (central as in the center of the rows of Pascal's triangle) - the number of ways of choosing n things from 2n things. He showed that this binomial coefficient must have a prime factor p such that n < p < 2n-2. Chebyshev's interest in this problem stemmed from his work on the distribution of primes - the conjecture (by Gauss, Legendre and others) that the number p(n) of primes less than a given integer n is approximately n/log n (log being the natural logarithm) - more precisely, that the ratio of p(n) to n/log n tends to 1 as n tends to infinity. In the present paper Chebyshev proved that the ratio lies between 0.92129 and 1.10555 for large enough n. In this paper he also proved some theorems on convergence and on the approximate calculation of the sums of infinite series the members of which are functions of successive prime numbers (the first series of this kind were studied by Euler). "Soon after Chebyshev moved to St. Petersburg, he was hired by Bunyakovski to work on the new edition of Euler's works on the theory of numbers that had been undertaken by the Academy of Sciences. This edition (Commentationes arithmeticae collectae, 2 vols. [St. Petersburg, 1849]) comprised not only all of Euler's previously published papers on the subject but also numerous manuscripts from the Academy's archives; in addition Bunyakovski and Chebyshev contributed a valuable systematic review of Euler's arithmetical works. Probably this work partly inspired Chebyshev's own studies on the theory of numbers; these studies and the investigations of Chebyshev's disciples advanced the theory of numbers in Russia to a level as high as that reached a century before by Euler. Some problems of the theory of numbers had been challenged by Chebyshev earlier, however, in his thesis pro venia legendi. He devoted to the theory of numbers his monograph Teoria sravneny ('Theory of Congruences'), which he submitted for a doctorate in mathematics. He defended it at Petersburg University on 27 May 1849 and a few days later was awarded a prize for it by the Academy of Sciences. Chebyshev's systematic analysis of the subject was quite independent and contained his own discoveries; it was long used as a textbook in Russian universities. It also contained the first of his two memoirs on the problem of distribution of prime numbers and other relevant problems; the second memoir [offered here], submitted to the Academy of Sciences in 1850, appeared in 1852.
