Frank Elwin Weymouth (1874-1941) is recognized as one of America's foremost reclamation and hydraulic engineers. He oversaw construction of most of the great dams built by the United States government in reclamation of arid sections in the western United States. He was the General Manager and Chief Engineer for the Colorado River Aqueduct. Just a comprehensive and detailed narrative of the building of the California River Aqueduct, one of the great pieces of water infrastructure in the United States.

Its role was to supply maps to the forces, collect data on foreign survey networks, provide training, and prepare survey data for Expeditionary Force mobilisation.GSGS was organised into small sections, each of which specialised in maps of a particular region.
