White paper covers lightly wrinkled with light soiling and faint toning; front cover decorated with embossed Virginia state seal with blue deckle fore-edge and lettering in gilt and blue. A very good copy. Features b/w portrait photographs of Governor-elect Mills E. Godwin, Jr. and Lt. Governor-elect John N. Dalton as well as for other elected officials including Attorney General, Senate President Pro Tempore, House Speaker, and four other Senate and House majority and minority leaders. Text includes Order of Exercises (i.e. schedule) for the inaugural ceremonies, brief history of the State Capitol and Executive Mansion (with b/w photos of each), Order of March for the event parade, list of the Inaugural Committee, and a concluding "Historical Note" regarding the unique status of Governor Godwin being the first Virginia governor elected twice by popular vote to the state's highest office. Virginia's 1851 Constitution prohibits a governor from serving consecutive terms but does allow for reelection only after someone else has served an intervening term. Unmentioned in the concluding essay is that Governor Godwin (1914-1999) spent his first term from 1966 to 1970 as a Democrat in the waning days of the Byrd Organization, the state political machine of US Senator Harry F. Byrd, Sr. However, Godwin switched to the Republican Party for his 1974-1978 term. Also laid-in are the following ephemera items: {1} toned white envelope containing invitation to January 17, 1970 inauguration ceremony for Governor Abner Linwood Holton, Jr. and Lt. Governor Julian Sargeant Reynolds with two pink tickets for admission to the Capitol South Portico reviewing stands; {2} two green tickets for admission to the State Capitol and Portico for the January 12, 1974 Godwin-Dalton inaugural ceremonies; {3} white ticket stub serial number #2240 for the January 12, 1974 Inaugural Ball at the John Marshall Hotel; and {4} undated color photographic print of State Capitol building by Robert Llewellyn from his book "Virginia: An Aerial Portrait.".…
