Membre des Cinq Cents aux idées conservatrices et affichant une haine des institutions républicaines, Jean-Baptiste Couchery (1768-1814), se réfugia en Allemagne après le coup d'Etat du 18 fructidor an V (4 sep. 1797). De retour en France après Brumaire, il multiplia les intrigues en faveur des Bourbons. Compromis dans toutes les conspirations découvertes en France, il se retira en Angleterre, rentrant à Paris à la Restauration. Il venait d'être choisi par Louis XVIII comme secrétaire et d'être anobli quand il mourut soudainement. Un écho littéraire aux caricatures de Gillray. Le Moniteur secret entend dévoiler "la nature des événements du règne de Buonaparte, et le caractère de ce tyran". En petites scènes successives, saisies sur le vif dans le privé, l'auteur peint un autocrate mégalomane, un despote oriental accumulant les dépenses somptuaires, en proie à des visions nocturnes cauchemardesques, entouré de serviteurs transis et de collaborateurs serviles. Couchery révèle à ses lecteurs de prétendues dépêches secrètes, de fausses lettres truffées de fautes d'orthographe, ainsi que d'apocryphes rapports de police de Savary.
