Advancing the Competitiveness and Efficiency of the U.S. Construction Industry identifies five interrelated activities that could significantly improve the quality, timeliness, cost-effectiveness, and sustainability of construction projects.These activities include widespread deployment and use of interoperable technology applications; improved job-site efficiency through more effective interfacing of people, processes, materials, equipment, and information; greater use of prefabrication, preassembly, modularization, and off-site fabrication techniques and processes; innovative, widespread use of demonstration installations; and effective performance measurement to drive efficiency and support innovation. The book recommends that the National Institute of Standards and Technology work with industry leaders to develop a collaborative strategy to fully implement and deploy the five activities.

The Council on Competitiveness is a non-profit organization based in Washington, D.C. The Council's goal is to increase the United States' economic competitiveness in the global marketplace. The Council also works to bring high-value economic activity into the United States. The Council works to facilitate the debate on competitiveness by bringing together business, labor, academic and government leaders to evaluate economic challenges and opportunities. This is accomplished through the sponsorship of conferences, and other special events used to develop new ideas and solutions and to circulate the Council's findings. The Council makes recommendations that are presented to experts, government officials, media, policy makers, and the general public. The Council on Competitiveness was founded in 1986 by the Chairman of President Ronald Reagan's Commission on Industrial Competitiveness, John A. Young. The current president and CEO of the Council is Deborah L. Wince-Smith. The current chairman is Samuel R. Allen, Chairman & CEO of Deere & Company. Several initiatives are sponsored by the Council. Examples of these include the U.S. Manufacturing Competitiveness Initiative, which seeks to revitalize the U.S. manufacturing sector to boost economic recovery, and the High Performance Computing Initiative, which is intended to propel productivity, innovation and competitiveness through expanding the use of high performance computing throughout the private sector. The press release address that this report is the result of a year-long study of U.S. trade, technology and foreign investment policies in advanced-technology sectors. The report documents the failing of the then current trade policy process and was issued as the U.S. trade deficit continued to balloon. The Council undertook the project because of a growing concern that the then current decisionmaking process for technology, trade and investment was inflexible and outmoded in view of rising foreign competition. "A central conclusion of the Council's report is that trade policy has carried disproportionate responsibility for addressing the competitiveness problems facing the U.S. firms and that trade policy has not been coordinated with other policies--such as technology, investment and human resources policies-which also affect American firms," according to Dan Burton, then president of the Council on Competitiveness. The report recommended a new approach to government decisionmaking that ensured coordination across a wide range of disciplines and made the private sector an informed partner in the development and execution of such policies. The report's findings and recommendations were based on an analysis of eight of the most hotly debated trade policy decisions of recent years.
