Allerdings waren die Vorraussetzungen mit den heutigen Umständen in keiner Weise zu vergleichen. Die politischen und gesellschaftlichen Rahmenbedingungen trieben Menschen dazu sich in der Außerparlamentarischen oder später oft Antiparlamentarischen Opposition kurz APO zu engagieren. Die Zeit der großen Koalition zwischen 1967 und 1969 markierte die heißeste Phase des Widerstandes gegen herrschende Verhältnisse. Genau in dieser Zeit existierte die Kommune I.
