No Binding. Condition: Collectible-Very Good. Original letter handwritten in black ink on light beige paper. Signed, "Carlingford." Embossed header reads, "Strawberry Hill, Twickenham, S.W." Dated July 25 or 28, 1879. 4 1/2" x 7." Four pages (one leaf folded in half and written on all sides). Letter is very clean and intact except for minuscule age toning, a few ink smudges (perhaps original), a few horizontal and vertical fold lines, and slight wrinkling. A Very Good copy. Chichester Samuel Parkinson-Fortescue, 1st Baron Carlingford, 2nd Baron Clermont (1823-1898) was a British politician affiliated with the Liberal Party. He went by a number of other names including Chichester Fortescue until 1863, Chichester Parkinson-Fortescue from 1863-1874, and Lord Carlingford thereafter. In this brief letter, Carlingford addresses "[Mr.?] Hancock," likely a fellow politician, about a public health bill. Carlingford writes about not receiving Hancock's letter until recently in the first half of the letter. In the latter half of the letter, Carlingford informs Hancock that he does not know of any opposition to the public health bill except for criticism by one of their cohorts, Lord [Redesdale?]. Carlingford then reassures Hancock that if he hears of any other opposition to the bill, he will write or telegraph a message to him. Signed by Author(s).

Fine. - A richly hued 4-1/2 inch high oval woodburytype portrait of Lord Carlingford mounted onto 11-1/4 inch high by 8-1/2 inch wide stiff cream stock. A light gray printed decorative frame highlights the image. The subject's name is printed in the same light gray centered within the lower half of the sheet. "Lock and Whitfield" and "Woodbury Process" are printed at left and right along the lower edge. Near fine. The British Liberal politician Chichester Parkinson-Fortescue, 1st Baron Carlingford (1823-1898) was elected to Parliament for Louth in 1847. He served as Under-Secretary of State for the Colonies under Palmerston and was admitted to the Privy Council in 1864. Appointed Chief Secretary for Ireland under Lord Russell and subsequently under William Ewart Gladstone, he came to hold a seat in Gladstone's cabinet and was admitted to the Irish Privy Council. He also later served as President of the Board of Trade. Appointed Knight of the Order of St. Patrick in 1882, he was an active supporter on Irish questions in his early years but later parted with Gladstone on the question of Irish Home Rule. Both a printing process and the print which it produces, Woodburytype was invented and patented by Walter B. Woodbury in 1864. A photomechanical process, Woodbury type prints are made from exposing a dichromate-sensitized sheet of gelatin to UV light shining through a photographic negative. Each area of the gelatin hardens to a depth in proportion to the amount of exposure to the light before it is then soaked in warm water. The relief image is then pressed onto a sheet of lead to create an intaglio metal printing plate.

Printed on both sides in a neat small hand in brown ink. This manuscript contains alphabetized selection of books and authors that Fortescue apparently read, and includes his critical notes on each. It would seem that Fortescue might have been planning to write a book of literary criticism, as he would add additional notes throughout the following year to this alphabetized manuscript. Fortescue (Lord Carlingford) (1823-1898) was the son of Chichester Fortescue (d. 1826). He was educated at Christ Church, Oxford where he took a first in classics and won the chancellor's English essay. From 1847 to 1874 he was elected to parliament for Louth as a liberal. He was junior lord of the treasury, under-secretary of state for the colonies, and succeeded Robert Peel as chief secretary for Ireland under Lord Russell. On formation of Gladstone's first administration he became president of the Board of Trade, later lord privy seal and president of the council. He shared the burden and the credit of some great reforms following the disestablishment of the Irish Church. John Stuart Mill described his measure as the most important passed by the British parliament since the Roman Catholic Emancipation act. He was raised to the peerage as Lord Carlingford, and succeeded Lord Spencer as president of the council. He was known as a man of admirable character and engaging manners. His wife, Frances Elizabeth Anne, Lady Waldegrave, was a great help in her counsel and encouragement through the most active part of his public career.
