Il n'eut pas son pareil pour « vouloir être de tout », comme le déclara un jour l'Empereur pour occuper le devant de la scène à tout prix (« l'intrigue lui était aussi nécessaire que la nourriture » a dit aussi NAPOLEON. Ne pouvant se résoudre à rester au second plan, il se singularisa durant la Terreur par un comportement particulièrement sanguinaire comme Représentant en mission à Nevers et à Lyon. FOUCHE fut ensuite l'un des inspirateurs du complot qui élimina ROBESPIERRE le 9 Thermidor. Le 13 Vendémiaire, il prodigua ses conseils à BARRAS mais il l'abandonna au 18 Brumaire pour « rallier » BONAPARTE. Ministre de la Police Générale de NAPOLEON, il se délectait à démêler les fils des intrigues et complots jacobins ou royalistes. Disgracié à deux reprises par NAPOLEON pour avoir manifesté une « fidélité à éclipse » au régime et au souverain, il intrigua un peu plus tard auprès de MURAT, Roi de Naples, pour le détacher de NAPOLEON en 1814. La confusion des Cent Jours en 1815 le combla par les occasions qu'elle lui donna de multiplier les manuvres et même de parvenir à devenir un temps le Ministre de la Police de LOUIS XVIII après Waterloo, lui le régicide. Rattrapé par son passé et la haine des ultraroyalistes, FOUCHE contraint de quitter la France mourut en exil, riche à million. « Ce n'est ni par esprit de parti, ni par haine, ni par vengeance, que j'ai écrit ces Mémoires, et encore moins pour offrir un aliment à la malignité du scandale. Tout ce qui doit être honoré dans l'opinion des hommes, je le respecte. Qu'on me lise, et l'on appréciera mes intentions, mes vues, mes sentiments, et par qu'elle politique j'ai été guidé dans l'exercice des plus hauts emplois; qu'on me lise, et l'on verra si dans les Conseils de la République et de NAPOLEON, je n'ai pas été constant dans le parti d'opposition aux mesures outrées du Gouvernement; qu'on me lise et on verra si je n'ai pas montré quelque courage dans mes avertissements et dans mes remontrances; enfin, en me lisant, on se convaincra que tout ce que j'ai écrit, je me le devais à moi-même.
