From Foreword: When the Key West Art and Historical Society first took charge, both the West and the East Martello towers were in a sad state of ruin and neglect. The government of Monroe County, under the leadership of Commissioner Joe Allen, first acquired West Martello as a part of the County Beach property in 1949. Mr. Allen suggested that the Key West Art Center County, which had been formed in 1940 to take over activities formerly conducted by the Federal Works Progress Administration, be revived to take over the remains of the fort and operatoe it as a gallery and historical museum. This was done and the name of the organization was changed appropriately. Various exhibitions of local historical treasures and of art works -- both local and visiting -- were held at West Martello gallery from the Spring of 1949 until 1951, when the principal activities were transferred to East Martello. The Society came into control of East Martello tower in the autumn of 1950, and the tough job of cleaning up the place and making it ready -- and safe -- for sightseers was begun. The property belonged to the U. S. Navy, which gave a permit to the Society to utilize it for museum purposes and to do whatever might be necessary -- and possible -- in preserving and restoring the structure.
