Also contains the speeches of seven ot…her Texas committee members. The speeches contain information regarding prison costs and money earned from convict labor. Stain to lower right corner of back page bleeding through four leaves. Text not affected.After the Civil War, slavery persisted in the form of convict leasing, a system in which Southern states leased prisoners to private railways, mines, and large plantations. While states profited, prisoners earned no pay and faced inhumane, dangerous, and often deadly work conditions. Thousands of Black people were forced into what authors have termed "slavery by another name" until the 1930s.The principal question at stake was whether the state should resume control of her penitentiaries from the previous lessee, Cunningham and Ellis, and hire out the prisoners directly to private individuals, and reserve for the state treasury the profits. The sentiment for resumption grew until, in the spring of 1883, the legislature refused to renew the lease and the state prison system reverted to state control.Thomas J. Goree was one of the most significant figures in the development of Texas prisons. Goree proved to be a committed and dedicated public servant, reaching far outside the boundaries of Texas to broaden his knowledge of penology and criminology. He was the first Texas prison official to join the National Prison Association.
