Extraordinaire document détaillant toute la réglementation, suivant les sujets, et donnant les différentes procédures. Cet ensemble de feuillets est entièrement tapé à la machine à écrire, en noir et en rouge, et contient de très nombreuses illustrations en rapport avec les sujets abordés, parmi lesquels : aviation, armes, circulation de véhicules, vente de denrées alimentaires, boucherie, marchés, débits de boissons, salles de bal, pigeons voyageurs, professions ambulantes, étalages, police fluviale, police des étrangers, police d'espionnage, protection de l'enfance, infractions électorales, accidents de la route, vols, les étrangers, police des jeux et courses? Un code de la route et des sujets de concours à l'examen de Brigadier terminent l'ensemble. Les textes les plus récents donnés sont de 1938. On peut légitimement penser que cet important document date de 1938. Les illustrations sont très nombreuses, parfois plusieurs par page. Sur la première partie (plus de 300p), la majorité des pages ont des illustrations. Sur la fin, dans le code de la route et concours (200p environ), elles sont inexistantes. On ne trouve pas grand chose sur ce Victor Goulut. Il fut toutefois récompensé pour « acte de courage et de dévouement » et cette récompense est signalée au Journal officiel du 21 juin 1931 (p.6685). Il est alors dit « gardien de la paix à Paris ». On trouve aussi la trace d'un « Goulu, brigadier de gardiens de la paix » en 1909 (Délibérations du Conseil municipal de Paris, 1909, p.939).
