De 1941 à 1975, Vernon Walters poursuivit une carrière militaire brillante qui, du grade de simple seconde classe le mena à celui de général de corps d'armée et de conseiller particulier de cinq présidents américains : Harry Truman, Dwight Eisenhower, Richard Nixon, John F. Kennedy et Gerald Ford. En 1942, il débarqua au Maroc avec le corps expéditionnaire américain et commença une extraordinaire carrière d'interprète en interrogeant les prisonniers français. Capable de parler plusieurs langues, il accompagna les présidents dans leurs déplacements à l'étranger, put ainsi rencontrer la plupart des dirigeants de cette époque (De Gaulle, Pompidou, Khrouchtchev, Tito, Franco, etc.) et participer aux négociations les plus secrètes comme celles devant mettre fin à la guerre du Viet-Nam ou celles permettant de renouer des relations diplomatiques avec la Chine. Il termina sa carrière comme directeur adjoint de la CIA à un moment crucial de son histoire, celui de l'affaire du « Watergate ». Une autobiographie et un témoignage de première main d'une grande franchise. Le général Walters fut un témoin privilégié qui se retrouva placé, grâce à ses talents de polyglotte, au centre névralgique des plus grandes affaires internationales de l'époque. Il nous fait partager une expérience unique des hommes et des évènements qui ont marqué l'histoire du vingtième siècle. Nous y découvrons la grande amitié qui régnait entre De Gaulle et Eisenhower, la fabuleuse mémoire de De Gaulle, les talents de comédien de Mossadegh, le courage de Nixon pris dans des émeutes à Lima et Caracas, la haine des Nord-Vietnamiens réclamant avec une froide détermination la tête du général Thieu etc, etc. .

Dans cette discussion, il nous a semblé qu'une voix, aujourd'hui éteinte, se fut élevée avec une compétence indiscutable pour faire ressortir les avantages et les inconvénients des projets présentés. Cette voix était celle du vice-Amiral, Comte de Gueydon. Préfet maritime à Brest en 1861, l'amiral de Gueydon fut l'auteur du projet sur lequel vingt-sept ans sont passés, et qui, cependant, est représenté aujourd'hui sous l'autorité de son nom. Membre de la comission mixte des travaux publics, plus tard, il a entrainé le vote défavorable de cette commission qui a arrété l'exécution des travaux du port de Cherbourg. Le soir même de ce vote, il était remplacé dans cette commission, et il quittait, sur cet acte de patriotique indépendance, le dernier poste qu'il ait eu à remplir dans la marine. Notre but, dans les lignes qui vont suivre, est de donner l'opinion de l'Amiral sur l'avenir, pour ainsi dire, du port de Brest et de rendre plus probantes ses affirmations, nous en mettrons l'expression mêmesous les yeux du lecteur, c'est le langage qu'il tenait mot pour mot en 1861 que nous transcrivons, l'opinion de ses contradicteurs sera mise en regard. Le lecteur pourra ainsi juger de la justesse des vues respectives, et se faire, par là même, une opinion sur la question .
