Gary Haugen and Victor Boutros's The Locust Effect focuses on the central role of violence in perpetuating poverty, and shows that if any headway is to be made, this issue has to become a top priority for policymakers. Simply put, if people aren't safe, nothing else matters. Shipping grain to the poor, helping them vote, or assisting their efforts to start a farm is irrelevant. It is the sixteenth issue in a new series of a bibliography which goes back to the origins of the Court. As the number of titles had run into five figures and reference had accordingly become too complex, it was decided to bring the old series to an end and to begin a new series in which the numbering of titles starts again from 1 in each annual volume. As had earlier been done for Nos. 1-18, Nos. 19-34 have been bound in one volume, obtainable from the Registry. Practical considerations and a changed historical perspective have led to a different presentation for this new series. The Bibliography has been subdivided according to a new system and the layout has been revised for greater facility of use. A list of headings will continue to appear as a table of contents at the beginning of each volume. In the text itself, subheadings will however be omitted if there is no title to enter under them.
