One of the most important sources of significant quantities of oil and gas is the outer continental shelf, but critics view its development as involving excessive environmental risks. This assessment of outer continental shelf oil and gas operations was undertaken by an interdisciplinary team--two political scientists, three engineers, a marine biologist, a physicist, and a lawyer. It was conducted under the aegis of the Science and Public Policy Program of the University of Oklahoma through a grant from the National Science Foundation. After examining the development of outer continental shelf oil and gas resources and how policies are currently established, the authors turn their attention to topics such as the adequacy of present technologies, the quality of environment and environmental control, government management, and the question of jurisdiction--federal and state. Perhaps most important are their recommendations regarding government policy and administration, industry management, and technologies which will contribute to optimal resources development and still respond to broad social concerns."
